I do not have that file in the boards directory.
I installed C28xx components, so perhaps I missed this when I installed. Do I need to uninstall then reinstall with C2000 selected or is there a way to do that without reinstalling?
Under installed software I have C2000 Compiler v6.1 help, C2000 Emulation Flash and TI C2000 Device Support. Is there something else I should see in my list of Installed Software?

Looks like you have the C2000 components installed then. Not sure how you are missing the file for the ezdsp. Try creating a target configuration using 'TMS320F2812' for the device. The configuration should be nearly identical as the ezdsp option if you are using an XDS200
Accepted the answer since I was able to test the connection successfully. However I am having trouble connecting to the target when I try to run a simple Hello World app. Unless someone wants to answer here I'll post that to another thread after looking through the FAQs
