Is there a way to globally disable cheat sheets so they do not pop up at all? "Do not show this again" does not seem to be working.

There is presently no way to globally disable cheat sheets. You need to check the box that says "Do not show this again" to get it to stop. You will have to do this for EVERY topic that a cheat sheet will be displayed, so, eventually.... they will stop. There is an issue that the "do not show this again" selection does not change color or show an indication that you selected it. It will be fixed and is tracked under: SDSCM00032168

We plan to implement this feature in CCSv4.1. It is not in the Beta release but will be there soon.

Personally, I do not see any value in continuously presenting user with cheat sheets in each new workspace and duplicating them in each open perspective. They are helpful once for a novice to CCSv4 and after that they do not contain any new information. The information like this one belongs on the Wiki or in help system as 'recommended practices' or 'useful hints'.
Will it be reasonable just to disable them?

No, not reasonable. The response is based on a wide range of users. The more advanced users you are talking about are much out numbered by the novice and intermediate users.
