Support for the OMAP-L1x family requires an XML file for the ETB11 device not included with the original CCS v4. driver installation. This will be added to the installer for CCS v4.1 and also available as an update. For now, just download and extract the file, bhemu510etb11.xml, from the ZIP to folder: C:\Program Files\Texas Instruments\ccsv4\common\targetdb\drivers.
Populating CCS v4 with this file will display the OMAP-L1x imports for Blackhawk XDS510 Emulators (USB510, USB510L, etc.).
