CCS 4 Make

When I click on Build, it performs a forced build of every target even if nothing has changed. How do change this undesired behaviour to work more like CCS 3.3?

Are you building a CCS project or a Standard make project?

I selected NEW | CCS Project when I created the project. I used all of the CCS 4 defaults. BTW, what is the difference between a CCS Project and a Standard Make?
