Hi,
CCSv4 and newer do not have any limitation for any toolchain used to build ARM code, being either TI or GCC.

Your ability to use the free version depends on which emulation you are using. If you are using on-board emulation on a kit or an external XDS100, then you can use the free version. Any external emulator above XDS100 will require a full license.
