Target configuration failure

Based on the name of the target configuration (.ccxml) file it sounds like that config is setup for a Blackhawk USB560M debug interface with a TMS570 (cortex R4) devices.  Since you are looking to use a SEED XDS560 and OMAPL138 I think the wrong target configuration is being used.

I would suggest trying to create a target configuration again.  I only have CCSv5 and v6 install so my instructions may be a bit off.

View -> Target Configurations

Click the button to create a new target configuration

Select the SEED emulator in the connection drop down (if you don't see SEED listed then you need to go to www.seeddsp.com and download their support package)

Select OMAPL138 as the device (you can also select a specific board if yours is listed)

Save the file

Now in the Target Configurations view this file should be listed under "User Defined".

Right click on it and select launch selected configuration.

You can also right click on it and make this the default configuration.
