I would certainly recommend CCS for your development environment. It comes with all the software tools to develop your code, build and debug it.

However there is no simulation support for F28335. Hence, I would recommend this low cost F28335 experimenter kit to get started:

The dock has a built in XDS100 emulator. Using that XDS100 emulator will let you use CCS for free
And lastly, there is controlSUITE, which has all the documentation and examples you need

Development Environment: Code Composer Studio (CCS) v6.0.1
Starter software: controlSUITE
Debug probe/emulator: you could start with XDS100. It is slow but the advantage is that you can use a free CCS license. Once development is in full swing I would recommend moving up to an XDS200 and buy a full CCS license.
Simulator: We do not provide a simulator. Instead we recommend one of our low cost development kits. There is a controlCARD/experimenter kit for F28335

The Blackhawk XDS560v2 is a great product. For F28335 I would stick with the XDS200 as the big benefits of the XDS560v2 are the faster TCLK (faster bulk transfers) and System Trace. F28335 doesn't have System Trace and you probably are not doing huge bulk data transfers. Thus an XDS200 is better bang for the buck. Both Blackhawk and Spectrum Digital have them. I recommend the XDS560v2 for our large processors (KeyStone, Sitara...).
Now if you already have a 560v2 then by all means use it.
