Why can't CCS 6.0.1.00040 detect MSP-EXP430FR5739 when launching debugger on Windows 7 64-bit?

Windows and CCS recognize the 5739 and both fail to find any drivers for it.

 I have read all the articles on  "MSP430: Error initializing emulator: Could not …", and tried every "fix" mentioned, including uninstalling and reinstalling CCS 6 (both 6.0.1.00040 and 6.0.1.00039) with no success. Each CCS install produces this in the log file:
