Errors trying to build c6700.lib for the first time (see error below)

trying to build c6700.lib for the first time (see error below) the TEMP files are created and the files are all located in the SRC directory,  but no files in the OBJ  so I get file not found ? any suggestions?

I get many of these errors for different files, but all files seem to be in the SRC

This may take a few minutes. process_begin: CreateProcess(NULL, cl6x negll.sa -o -oe -k -ps -pdsw225 -q -mo --mem_model:data=far --no_visible_enums -c --ti_lib --building_runtime -D_BOOL -mv6700 -Ic:/users/welfeje/appdata/local/temp/tidbab~1/src -fr c:/users/welfeje/appdata/local/temp/tidbab~1/obj -fs c:/users/welfeje/appdata/local/temp/tidbab~1/obj -ft c:/users/welfeje/appdata/local/temp/tidbab~1/obj, ...) failed.  make (e=2): The system cannot find the file specified.
