Cannot open .cfg file

Hist OS windows 7 64 bit 

I had CCS 6.1, but had to downgrade to CCS 6.0.1.0040.  to be  compatible with others.   I am not able to open the   .cfg  file created in CCS 6.1 using XGCONFeditor.  What could be the issue.
