unlock CCS for using in Single Mode and Floating Mode trouble!!

I got trouble on installing license file for CCS. I follow
instruction on link

         I register on website for license file TMDSCCS-ALLF03-v4.0.lic
that I receive in email. Then I use that file to activate my trial CCS. 
I am fail at install license file for using CCS at single user mode or
floating license scenario . Below is detail my problem.
             1. At single user mode
                 - I try to  install license file at Help\Licensing
Options... by browse my license TMDSCCS-ALLF03-v4.0.lic in 2 places
"C:\Program Files\Texas Instruments\ccsv4\DebugServer\license" and
"C:\ti\license". My CCS still trial version.
             2. On floating license mode
                 - I download application "tidspssw vendor daemon" 
successful. But I don't have application "lmadmin" or "lmgrd". And I can
not download Flexnet Publisher License Server installer from Flexera
Software's website.
         Please advise me!!

    There is a known issue:

    SDSCM00035875 - Limited license still in effect after full license installed

    The workaround is to go into the license directory (.\ccsv4\DebugServer\license) and delete the limited license file, and then drop you new license there. You should then get full functionality from CCS.

    Hi Ki-Soo Lee,

     "The workaround is to go into the license directory (.\ccsv4\DebugServer\license) and delete the limited license file" means delete *.lic file then copy new license file TMDSCCS-ALLF03-v4.0.lic I got in email from activating my CCS.

       About that, I do not see any *.lic file in (.\ccsv4\DebugServer\license) before I copy my TMDSCCS-ALLF03-v4.0.lic into.

    I think if you do not see a *.lic file,  you can just clean out the entire contents of that folder so it is empty and then drop in your *.lic file.
