Hi,

Yes, for the above experimenter's kit CCS v6.1 has Free and Full License available.
The above experimenter's kit has XDS100v2 emulator and hence you would be eligible to use "Free License". I've been using the same since more than couple of years for all C2000 experimenter's kit and launchpads including the above one.
