Code Composer Studio 6.1 fails to install on Windows 7

Windows 7 64-bit, Service Pack 1 on Dell Inspiron i7-3630QM.

Antivirus disabled. Firewall on but permission given for CCS installer.

The process has failed at several points, most often at:

Installing... com.ti.dvt2.graph.visualization.feature.group,com.ti.dvt2.rov.feature.group,com.ti.dvt2.via.ccs.feature.group,com.ti.dvt2.profileanalysismanager.feature.group,com.ti.dvt2.uia.feature.group,com.ti.dvt2.analysis.suite.feature.group,com.ti.dvt.msp430.power.feature.group,org.eclipse.gmf.feature.group

Where it just does nothing for as long as I ignore it. If I use task manager to kill it at this point then on the next pass through it will almost complete (according to the progress bar) but then repeatedly unzips JRE from two different locations for ages. Eventually a message box pops up saying - An error occurred: can't read "msg": no such variable. 

I submitted the report as requested ref no. 11518 & 11526.
