ccsv6.1 will not install. I have tried multiple times to install code composer studio version 6.1 but after about 1 hour it halts with a message simular to MSI installer out of date please install version 3.1 or later. I have tried the normal fixes.

Hi, for some reason, your msi installer is out of date, or has been removed. Please read the following and install the updated msi installer www.microsoft.com/.../details.aspx , then try your install again.
