how to programming the fpga on XDS100V3

I can't programe the dtsa_a3p125.stp which in XDS100v3Rev.2DesignKit to A3PN125.whether the file is available without Synthesizing?

when i use xds100v3_progfpga.exe -aPROGRAM xxx.stp commander to programming a3pn125,error occur below:

D:\ProgramFiles(x86)\XDS100v3Rev.2DesignKit\Utilities>xds100v3_progfpga.exe -aPR

Did you refer: processors.wiki.ti.com/.../XDS100

I have a similar issue but it gives me unknown error code 27
