Installing 6.1.1 resulting in a fatal error

I am attempting to update to CCS 6.1.1.0022 from CCSv5. I have been encountering a couple issues. 

First, I uninstalled CCS v5. perfect..

Next, I beg IT to disable every firewall/virus protection on my machine. 

I download the offline installer (I have learned from previous installs). 

First issue - Launching the ccs_setup_6.1.1.00022 by double clicking on it results in a hanging application when it requests where it should be installed. I get around this by using a cmd line call picked up from a previous install of CCS. (ccs_setup_6.1.1.00022.exe --override-apps-url “”) Weird, but okay

Second Issue

Installer seems to be doing okay but then I get a "Fatal error in installer tcldom_appendEscaped: can only handle utf-8 chars up to 3 bytes length" after the installer "completes" That doesn't sit well. I have also noticed the uninstallers are corrupted at this point as well. I have not been able to get around this. I have tried shortening the install paths, getting rid of odd characters in the unzip process. No luck

Third Issue


At this point CCS does launch and compile previous projects without issue. Something about a fatal error in installer doesn't sit well but whatever. However, I am unable to launch my emulation. I get this helpful message: "Debugger Initalization Error Unable to load C\ti\ccsv6\ccs_base\emulation\drivers\tixds560cs_dap.dvr: The specified procedure could not be found." 

I have tried updating the Spectrum Digital pluggins in CCS, doesn't change anything. I am also not able to change the emulator in the project properties. 

I am running a windows 7 machine.

Spectrum digital xds560v2 stm working with Tiva TM4C parts. 

Any suggestions would be appreciated.
