loadti is an option:
processors.wiki.ti.com/.../Loadti

It does require a full CCS installation however (but just uses the debug server underneath)

Note that you will need to use the loadti that comes with CCSv5 since C54x support has been removed in CCSv6

No GUI. It is a command-line utility.
