Can you provide some information including:
-version of CCS (5.5, 5.4...)
-device being used
-debug probe used
-host operating system

I have seen this problem on CC2650 if the Debug DevPack is not properly attached to the SensorTag.
For DM816x we have seen this when there are clocking issues. More info here: e2e.ti.com/.../421202

My OS is Win7 32 ，I useCCS6.1.1 andCCS5.3,I tried it to another computer with CCS6.1.1with the same result.

My evaluation board is TMS570LS1227 and my connectivity tests are successful.

Are you using the board in the link here:
www.ti.com/.../launchxl2-tms57012

If so, it has an onboard XDS110 debug probe. You can change your target configuration (CCXML) to use the XDS110 debug probe and see if this setup allows you to connect. I tried a similar (TMS570LS1224) board with the on board XDS110 and was able to connect successfully.

Alternatively could you let me know how your are hooking up the XDS100v2 to the target? A picture would be useful.
