Hello,
It looks like you are not using a CCS project, but a standard Eclipse C/C++ project. Is that what you wanted?

Yes, I am not using CCS projects.

The project was already created and has a lot of files and it has its own make.file

It uses the ARM compiler in the make utility and it uses xdctools & Bios

I do not want to start from new project.

I just want to make CCS determine the toolchain.

Was the original project imported? This is a nice feature that can update projects developed under older versions, Makefile projects from a old makefiles, and has done wonders for my company and clients.

This should take a few minutes to test whether it fixes your issue. Try this feature and see if this solves the issue and give me a thumbs up if it helps.
