dm365 not getting programmed

I am running CCS4.1.2 with an XDS100v2 emul.  to a dm365EVM board.

I have loaded the Video_Bars sample program, compiled it and loaded it into the EVM and it does run with bars on the composite output.

I tried to modify the program a bit by changing the value set into VENC_VMOD.

I do a clean and build and then load into the device and everything looks ok, but when I examine the disassembled code it is still the old data.

Am I missing something here?
