CCS Version: 6.0.0.00190 , after license file install It is still unlicensed

Dear Ti Team,

I have floating license for 5 user  Windows 7 , I have installed CCS6 on server machine and after that went to "Launch license Setup" and selected "activate using license file"

after Finish it is still showing Unlicensed 

1) I have stopped antivirus & Firewall

2)I have changed Licenselocation.txt  file to @localhost as 1st line

3)Have not used LMutils to configure server  (Is there any constrain on using Lmutils and without that we can not run CCS on server machine?)

4)We assume that LMutils is must then  I installed LMutils and followed the step it is going to 127.0.01:8090  -- this webpage is not opening from any machine in our company or home network  

Can anyone tell me if I will be able to run CCS  and license server on same  machine or not 

Cant we install the CCS on machine where 127.0.01:8090 is not opening

    If I understood everything correctly I think that is what is happening: when you have CCS running on a server properly running in your network, the license file must be used only to set up the server software. The CCS on each station (including the server) will then need to be configured to use the server's address (127.0.0.1 for the CCS installed on the server itself).

    Dear Rafael .. thank you for the reply .

    but while opening 127.0.0.1 - I am getting - "The device or resource (127.0.0.1) is not setup to accept the connections on port 8090.

    Also it is always showing Unlicensed even after providing the paid license file

    Now there is trap - Server is not able to configure as 127.0.0.1 step is stuck and there is no chance of checking on client without server setup

    Please guide us
