A few considerations:
Both CCSv5 and v6 work with the OS version you have, therefore the choice goes to other details that will benefit you the most.
You mention "simulation", therefore forcing you to stay on CCSv5 (v6 does not have any simulators).
TMS320C6727 is a very old DSP and its development kit has example code and support designed for older releases of CCS, such as CCSv3.3. In this case, some porting effort to CCSv5.5 will be required, mostly related to DSP/BIOS RTOS. A few links may help you with this:
