connect target does not appear.

i loaded the blinking led program from the control suite. i have connected the tms320f28069 to the usb port. after the program is built, the debug is running but i cant see the connect target option appearing active. what should i do? is there any fault of the operating system? i am using windows 10 with code composer studio v4. please help.

    CCSv4 is very old. It is not recommended to use with such a new OS as Windows 10. CCSv6 works well with Windows 10. I recommend you update to the latest v6 version.
