CCSv6.1.3: Not able to disable remote system explorer

Hello,

The Remote System Explorer operation keeps showing up when I build a project.

I deselected RSE Project in Preferences->General->Capabilites, however, after restarting CCS, it's still selected.

Why isn't CCS allowing me to permanently disable it?
