Update of TI Emulator 6.0.407.6 fails to find repository

current CCS 6.2.0.00050

TI Emulator fails to update with the following message:

An error occurred while collecting items to be installed
session context was:(profile=epp.package.cpp, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
No repository found containing: org.eclipse.update.feature,com.ti.emulation.pack.win32,6.0.407.6
No repository found containing: binary,com.ti.emulation.pack.win32_root.win32.win32.x86,6.0.407.6

We are not using a proxy, and the firewall is open.. we have not experienced update issues in the past..

    Forgot to include, our platform is a Windoze 8.0 machine

    I deleted the Cache directories per the Wiki... but no change.. the auto update continues to fail with the same result as before:
