I have now found out whats wrong. The customer is using CCS3.3 and a XDS100v2
The problem is that the customer is trying to use the AC/DC EVM:

I can only find software for the CCS3.3 for this kit, so it would be nice if someone could point me to software for the CCS 4, otherwise it seems liket the customer cant use our tools...
There may be a similar problem with the Resonant DC/DC Converter Dev Kit TMDSRESKIT.
It comes with CCS v3.3(.78.2) Free 32K-Byte Version and when you run the installer and lauch CC Setup there are no XDS100 platform options. There are some directions to use Update Advisor but this is not an option for the free tools.
There seem to be compatibility issues with CCS v4, but I've not explored this much as I'm just trying to get the out of box examples to build load and run.
I've opened a support case, but this was vectored to CCS Subscriptions. My guess is the product and docs were put together with a fully licensed version of CCS and the use case that may not have been checked was the one with the included free 32k limited tools which do not have the emulation support files.
It would be great if someone at TI could send the CC Setup files and any USB emulation driver bologne necessary for the on-board xds100 USB emulator.

From wiki, newer DSK version has xds100. CCSv4 has XDS100 integrated.

Thanks for the post. I was googling around last night and found the xds100 page on the wiki. I was able to patch CCS to add the xds100 v1 support (as judged by cc setup). I then found a problem with the ftdi usb support. I installed the ftdi drivers and found that the eeprom on the ftdi chip on the TMDSRESDCKIT (Resonant DC/DC Dev Kit with 2808 DSP) was at default and needed to be programmed.
After following other tidbits on the xds100 wiki, I have the ftdi usb correctly installed, ftdi eeprom programmed, ccs outfitted with xds100 for 2808, but I cannot start CCS. I am suspecting manufacturing or QA problems on the board, possibly the CPLD is not programmed. I bought the kit in Dec 2009 from Newark at a time when TI had no stock so maybe it was an early 'rushed out the door' version.
In case it helps someone else, here's the procedure I followed.
Go to http://processors.wiki.ti.com/index.php/XDS100
Search for CCS 3.3
Follow the procedure for xds100v1 (v2 is NOT supported in CCS 3.3). Download and install the XDS100 SW (link below titled 'here').
Note: it is not clear whether this procedure will function for the CCS v3.3 'Free 32k Byte version' provided with the TMDSRESKIT.

With the board power off, connect the TMDRESDCKIT with onboard XDS100 by USB cable to the PC, then power the board up.
You should notice the typical Win XP popups to indicate USB hardware is recognized and installed correctly – if this does NOT happen and you get the new hardware wizard, you’ll need to install the FTDI USB drivers.
Cycle power, reboot, wave a dead chicken over your head…. The USB enumeration in Win XP should not bring up the 'found new hardware wizard' when the drivers are installed properly.
To test whether all this has been worth the effort,
Run setup and start CCS v3.3
Please note: this instructions fixed some but not all the problems. CCS will still not connect to the TMDSRESDCKIT board. This may be due to a CPLD not programmed, board malfunction OR more likely the CCS 'free 32kbyte' version cannot be hacked in this manor to add support.
Update. The following link to an updated CCS v3.3 (limited version) was provided by the TMDSRESDCKIT product manager (thankyou). Please disregard the CCS v3.3 hackery noted in my previous post (though you still may need to fix the USB emulator depending on the age of the board).
If you have already installed the CCS 3.3 that came with the TMDSRESDCKIT and was missing the support for the XDS100, then install in another directory (recommendaton is to not overinstall CCS) the version below.
With this new version and the USB emulator fixes (install USB driver, program eeprom etc.), I can build, load and run a program on the 2808 DSP. Note that in order to load a program, make sure the memory configuration is F280x_RAM
