Wrong encoding during installation CCS 4.1.3

I live in Russia. Installer probably wants to write something in russian during installation process, but with wrong encoding. How to say him to use english?

My  OS - Win XP SP3.

    The installer attempts to use the current system regional settings, but in certain cases it does not come with the correct character coding preloaded (cyrillic in your case).

    Therefore I usually fix this by temporarily set the OS to english as the regional setting. In Control Panel, select Regional and Language Options icon, then in the tab Regional Options, select English (United States) in the first drop-down menu. Click OK and then try to run the installer again.

    This procedure always works in my PC (setup for brazilian portuguese).
