CCS/TMS320C6657: Error connecting to the target

I am having trouble connecting to the target. I installed CCSv5 from the CD that comes with the C6657 evaluation module. I followed the instructions in the user guide to install the CCS software, the related drivers, and the emulation packages. On Windows, I have checked the device manager and the xds100v1 has been installed.

In the BIOS-MCSDK "Getting Started Guide", under the "Use JTAG to Load the Application" section, I followed the steps up until step 9, and when I click "Connect Target", I got the following error message from the CCS Debug perspective:

Error connecting to the target:
(Error -2131 @ 0x0)
Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
(Emulation package 5.0.838.0)

May I know how to resolve this target connection error problem?
