Debug 'Halt' cause miss-reporting of Program Counter

When I HALT a debug the Program Counter displays a off the wall address "0x0200049e:   ????????".  The PC in the Core Register shows the same address. When I continue to RUN (without resetting) the code operations as if the PC had the correct value, normal good code operation.  I just started seeing this issue
