Did you make sure to install processor support for CC26xx devices when installing CCS? You can check if you have this device support by going to menu Project->New CCS Project and check if "Simplelink Wireless MCU" is in your "Target" list. If it is not in the list, then the support is missing.
If that is the case, you can add support for these devices by re-running the CCS installer, choose your existing CCS installation directory as the location to install to. The installer will detect an existing installation and allow you to add any additional components. Select the Simplelink Wireless MCU/CC26xx devices and continue with the installation.
I see that you started a new thread for this here. It is best to keep separate issues in different threads anyway, so please continue to follow that thread for the specific error concerning the build-tools version.

The newer Resource Explorer in CCSv7 does not contain the older BLE-Stack software for the CC2650. You would need to download the BLE-Stack software from the TI website. Here is a related post that you might find helpful.
