CCS/LAUNCHXL2-RM57L: Debugger not working

That is not the problem. I have the XDS110 defined as the target.

Can you please post a screenshot similar to what I posted?

Thanks. In your screenshot, the target is running. I see your "Pause" button is available to halt execution. Your source/asm stepping is greyed out because the target is already running. If you halt the target, those buttons should be available (along with the "play" button)

If you manually halt the target, where do you end up? And when you do halt, do you have your target execution buttons available as mentioned earlier?

It's not clear where it stops when I pause it manually. The execution buttons are visible, but since the debugger doesn't stop at the breakpoint, it's not clear where it is stepping from.

Likely it is hitting some exception before it can reach main. The debugging normally tries to auto-run to main by default on program load. If it never gets to main, then it is getting stuck somewhere between the entry point and main. Are you working with some example provided by TI or is this your own code?
