Hi,
I am trying to use ARM compiler TI V16.9.6 LTS, but I am only able to select TI v16.9.4 LTS.
Why is this? It shows that I have 16.9.6 installed. Pictures attached.

The 2 lists are not exactly the same thing and they can get out of sync. For example if you had 16.9.6 installed but then uninstalled it from your computer. The first item would still be there but the second would disappear as the second one is determined by CCS actually scanning particular locations on your PC.
If you open the preferences dialog in CCS (Window -> Preferences) and go to the location shown below you can see where CCS is looking for compilers and what it has found. This should match with your second screen.
If you know where 16.9.6 was installed you could double check your drive to see if it is there. If you need 16.9.6 you can install it from Help -> Install New software
