This is probably CODEGEN-3650. You can verify this by adding the linker option --mapfile_contents=all,nomodules
CODEGEN-3650 is fixed in 16.9.6.LTS
You should upgrade to 16.9.7.LTS, the latest bug fix version on that release branch.
