CCS/TM4C1294NCPDT: Error updating ARM compiler to 18.1.1

Tool/software: Code Composer Studio

I get the following error when attempting to update the ARM compiler:

An error occurred while collecting items to be installed
session context was:(profile=epp.package.cpp, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
No repository found containing: org.eclipse.update.feature,com.ti.cgt.tms470.17.win32,18.1.1
No repository found containing: binary,com.ti.cgt.tms470.17.win32_root,18.1.1

Any ideas? I originally thought this had to do with a botched J-Link update (lost power during update install) but after completely reinstalling CCS, I'm getting the same problem.
