The scroll bar to the right of the "Problems", "Watch", and "Registers" windows do not appear to work in CCS4.1.3.004. Is this a known issue or is something broken in my CCS4?

If this is a 64-bit OS, you may be running into the UI drawing issue.
Can you try resizing your windows as descibed in this FAQ?

Yes, it is a 64bit OS. However, the windows re-size properly. It is only the scroll bars on the Locals, Watch, and Problems windows that do not function properly. I can scroll by clicking in the scroll bar, but when I attempt to drag the bar up or down it does not scroll.

It is related to the UI drawing issue I mentioned above. You can update some of the files in your CCS install to address this. I updated the FAQ with instructions at the bottom of the FAQ:
