my pc doesnt recognize the tms320c6713 dsk driver

as its shown in the screenshoot below

witch leads to this error whenever i debug

Hello,
What version of CCS are you using?

Also try running the 6713DSKDiag.exe utility to test the connection. See the prerequisite section of the below link:
processors.wiki.ti.com/.../C6713DSK_in_CCSv5

i am using CCS V7

and i could not find 6713SDKDiag.exe in its files

CCS does not come with this. It comes on the CD that comes with the DSK.

What does your target configuration look like? If you are using the onboard debug probe, you should be using something like the below:
