CCS: CCS7: Tabspaces are replaced by Spaces although option is disabled

My customer is using CCS7 and found that in some source codes of the same project TABSTOPS are replaced by 4 SPACES although the option is disabled in the editor-menu. In some source codes of the same project TABSTOPs are not replaces by 4 Spaces. Could you explain that behavior?
