IDE problem In DSP TMS320LF2407A

and i did lot of search on old version CCS IDE V3.1 but i can't find it so plz help me on this problem. 

The 240x devices are supported with Code Composer 3.3.  I am going to move this thread to the Code Composer forum so the folks there can advise on how to get a copy.
