I'm not quite shure what your costomer wants to do! Which CCS version is your customer using (Platinum or Microcontroller only)? Does he just want to install his license on a second PC?
Maybe the FAQ's have the answer to your question http://processors.wiki.ti.com/index.php/Licensing_-_CCSv4 (i.e. in case of re-hosting a license or what to do when installing the license on a second PC).

Hello aBugsWorstNightmare (terrific name :)) ,
They had 2 free CCS4 licenses.
Now they got a license on CCS5. And they are trying to install on new machine. But it says activation Id is already used. Then they changed the email id and reregistered, still same issue.
Should they convert the older free licenses. Or can they get a new one somehow with the earlier ones exisiting? I have passed on the FAQ which seems to be a good source too.

Hi Feroz,
there shouldn't be any issue for the cases described! Each node locked license comes with its own activation code (printed on the DVD sleeve or e-mailed from TI). Pls ensure that your customer is using these activation codes and not the ones from the free licenses.

Each license allows for installation on 2 PC (i.e. one PC is in the lab and one notebook)), but your customer may only use one at a time! See FAQ and license terms & conditions for details.

Activation codes can only be activated once. If you try to activate the same code more than once no matter what email you use there will be a message saying the code has already been used.
If they have lost their license file they can go to www.ti.com/myregisteredsoftware and have it sent again.
If the wrong person has activated the license you can contact ccs_license_file_help@list.ti.com to get it released.
Note that to update from free code size limited MCU version to the full MCU version you need to install the DVD image of CCS (either from the DVD that came with it or from the web).

If a customer get a CCS CD because he bought an EVM, and he installed the CCS on his machine, whill this CCS license be for life? Or he needs to renew?
If the customer installs the same CCS CD on 10 machines, will it still work? - Is the CCS provided with DM355 EVM Node locked?
Similarly If another customer 2 takes the EVM and the same CD and installs on his machine, will the CCS be installed at all ? Customer 2 is actually facing some issues with instalation and it seems to me its due to licenses.
Where does a customer choose from the different kind of licenses availbale? One place is when he buys EVM. Else through the CCS weblink of processorswiki..?

I am not aware of what CCS image is in that EVM package. CCSv3.3 or CCSv4? Full license or free eval license? Looking at the product folder it does not mention that CCS is included. The kit seems to only include Linux development tools and not CCS.
When CCS is included with an EVM kit it is usually when the EVM has an onboard emulator. Typically the CCS license included with EVMs is one that is limited to working with that onboard emulation but is not tied to any given machine. However as far as I can tell the DM355 EVM does not have an onboard emulator so there would be no point in it coming with such a CCS license.
Thus your customer is going to need to get a CCS license AND an emulator. The cheapest option would be to buy an XDS100v2 emulator and they could use a free CCS license with that. If they need more performance than what is offered by the XDS100 then they could buy a better emulator like an XDS560v2 and they would also have to buy a CCS Platinum license. Platinum licenses are available as node locked (tied to a machine) or floating (shared by multiple machines).
