I recently pulled out a TI XDS560 emulator card from a very old WinXP machine
and put it in a Win7 (64-bit) PC. I can not make connection to the board from CCS.
Does this configuration work? If not, will Win7 (32-bit) work?

CCS 3.3 does not officially support Windows 7. However people have gotten it to work. But if you are a 64-bit OS, the TI XDS560 PCI emulator will not work since the drivers only support 32-bit Windows. It should work with Win 7 32-bit though.
CCSv4 has 64-bit Windows support for the TI XDS560 PCI emulator. If you wish to use CCS on Win 7 64, I strongly recommend moving to v4.
