CCS/CC3220SF-LAUNCHXL: Cannot connect to CC3220SF-LAUNCHXL via CCS

I am not able to connect to a CC3220SF-LAUNCHXL via Code Composer Studio Version: 8.2.0.00007 when I set the SOP config to 001.  I am able to connect and program the flash via Uniflash when I set the SOP config to 010.

Here's how I'm testing:

I created a brand new CC3220SF.ccxml file with XDS110 USB debug probe as the debug type and target set to CC3220SF_SWD.  When I tested the connection, I am getting this error:

The value is '-615' (0xfffffd99).
The title is 'SC_ERR_SWD_PROTOCOL'.

Can somebody please provide additional troubleshooting steps?
