CODECOMPOSER: Is there any way to burn code normally under CODE COMPOSER STUDIO 5.4?

My cutomer has encountered a problem about CCS 5.

They use the encrypt burning type to flash their code under CCS5.4, however, they cannot flash TMS320F28069 for the second time because the IC cannot be decrypted under CCS5.4.

Now they have to flash TMS320F28069 under CCS3.3 and this caused some convenience.

Is there any way to flash TMS320F28069 under CCS5.4 normally?
