I need to find out if the latest version of Code Composer Studio (vers 8) is compatible with our DSP, TMS320C6415.

CCSv8 is compatible with C6415. You will want to ensure that you are using the C6000 7.x compiler instead of the C6000 8.x compiler. By default CCS ships with the 8.x compiler which does not support C6415. You can download the 7.x compiler here:
software-dl.ti.com/.../download.htm
