Tool/software: Code Composer Studio
Problem: When I click on "Select a Device or Board" resource explorer just displays "Searching..." and never populates. It did work when I first installed CCS last week.
I have tried the troubleshooting steps at processors.wiki.ti.com/.../Troubleshooting_CCSv7
CCS Version: 8.3.0.00009
Windows 10 version 10.0.16299 Build 16299
Installed security software is Symantec Endpoint protection and Pulse Secure

Did you, by any chance, recently install the SimpleLink CC13x2 26x2 SDK v2.40.00.81 software package? If so, that would be the reason for the issue you are seeing. Please see this related thread for more details: https://e2e.ti.com/support/tools/ccs/f/81/p/772761/2858082#2858082
If this was the trigger for your issue, then in order to regain use of Resource Explorer, there are couple of options:
1) Move the SDK v2.40.00.81 to another directory that is not auto-scanned by Resource Explorer (like c:\ti2). Then you can manually import examples from that package into CCS by using menu Project->Import CCS Projects and browsing to the example directory.
2) Delete SDK v2.40.00.81 from c:\ti and fall back to using the previous version of SDK.
If you did not install SimpleLink CC13x2 26x2 SDK v2.40.00.81 at all, then let us know as your issue must be triggered by some other reason.
Did you also try deleting the chromium browser cache as mentioned in this Resource Explorer Troubleshooting page:

I'm not sure if it helps, but I also experience the same issue if I go to http://dev.ti.com/tirex/#/

This is very strange that you're seeing this problem with dev.ti.com/tirex also ... we've never received report of such a problem. Can you try clearing your browser cache see if that helps.
Also I looked through the logs you sent for CCStudio and did not see anything unusual in it.

I was actually able to use resource explorer both in CCS and online from my home network so it seems the problem is with our corporate network.
