CCS/RM46L852: Target Does Not Connect on Debug

Tool/software: Code Composer Studio

I'm trying to program an RM46L852 on a custom board.  When I run the "verify" under preferences, everything seems to be OK with the JTAG connection.  But, when I hit "debug" the target never connects. I've attached some pictures of the issue.
