CCS/MSP-EXP432E401Y: Error connecting to target

I have 3 different Launchpads. One for a TM4C123, one for TM4C129 and the latest MSP432E401Y.  I can program and debug on the TM4C series of MCUs.  When I try (Out of box) with the MSP432Y board I get an error message "Error connecting to target".  I can see the XDS110 Class Application/User UART (COM7) and XDS110 Class Auxiliary Data Port (COM6).  I can also see Texas Instruments Debug Probes XDS110 Data Port and XDS 110 Debug Probe.  I have tried uninstalling the hardware and deleted the drivers.  This did not help.  I have installed the latest version of CCS 9.01 and this too did not solve the problem.  I have 2 MSP-EXP432E401Y boards, and both give the same error.  I have tried different USB ports on my PC.  

Please help.  I am running Win 10 Pro, on AMD 2700 with 32 GB of RAM.

    I installed CCS on my laptop. I tried connecting to the LP using the Laptop and it works. On my desktop all the drivers are loaded and I can see them under "devices". It appears to be the case of the drivers for the XDS110 loading into RAM, but they are isolated from CCS. Even if I try using the XDS110 tools - they too do not see the XDS110 drivers. Most peculiar - drivers are loaded but nothing can access them.

    Can you share your Target Configuration file (.ccxml)? I wonder if it may be a misconfiguration.

    Another detail that may be happening on the desktop is faulty or inappropriately installed device drivers - the Troubleshooting section of the XDS110 page below contains a method to uninstall/reinstall the Windows OS drivers.

    Another scenario would be if an antivirus/firewall is preventing access to these drivers, but that is a very far fetched scenario - I don't recall seeing this, but in this day and age I can't say I would be surprised. You could try to disable/pause the AV software and see if there is any difference.

    I tried all that you have suggested and more. CCS cannot access the XDS110 drivers. I have this working on another PC so I have decided not to waste any more time on this issue.
