CCS/CCSTUDIO: won't install on windows ltsb or ltsc

How come CCS 9.0.1 will not install on Windows versions LTSB 2016 and LTSC v1809, but has no problem installing on a full version of Windows like 1809?

What is the exact issues you see? Please provide all the installation logs: software-dl.ti.com/.../ccs_diagnostic-logs.html
