The CCSv3.3 image that is on the download site has all of the latest chip support packages included (i.e #1 above). If they have an older build of CCSv3.3 installed then that OMAP35xx chip support package is available on the chip support download page below.

For #2 I am not familiar with this one. Looks like an update for some type of XDS510 debug probe. Those would typically come from the vendor of the debug probe. I would suggest reading the manufacturer off of the probe (such as Spectrum Digital or Blackhawk...) and then downloading the latest drivers from their site.
