Developing with GUI Composer on local hard drive

Sorry for the basic question, but is there a way to developing with GUI Composer on a local hard drive?

Definitely understand we can download completed GUI Composer projects and run on local HDD.

But is it true we can only develop on TI Cloud i.e. the "graph paper" IDE?

Developing on CCS locally on HDD has a lot more features than CCS Cloud. Just seems incongruent to have GUI Composer Cloud only (if that is true).

    The GUI Composer Designer (where you develop your GUI app) is only available on the Cloud, so the design of the GUI app using widgets etc. and its configuration (communication model etc) can only be done online. The target application itself that loads and runs on the target can be developed on either CCS desktop or CCS Cloud.
