Can you set the XDCtools version also?

XDC tools version is xdctools_3_55_00_11_core

Please set the XDCtools in the preferences also. From the picture,  you did not.

Sorry, I was out for a long weekend.

Can you build and load via CCS an out of the box SYS/BIOS example? Does ROV work then? Note when you load via CCS, you don't need the preference settings since ROV pulls all the settings from the debug session.

    I have deleted "Program.sectionsExclude = ".*";" in the .cfg file ,and the ROV start successful.
